PURPOSE
The Street Design & Safety Committee provides a forum for NCITE members to share, discuss, and explore how street and roadway design influences safety, mobility, and operations for all users. The committee emphasizes complete streets principles, multimodal transportation systems, and the safety needs of vulnerable road users while also examining the operational and safety performance of specific geometric design elements.
The committee considers when and where to apply roadway design treatments and how to design them to maximize safety and operational benefits. It also serves as a sounding board for design standards and guidance.
Typical Topics
-
Complete streets and multimodal street design
-
Pedestrian safety, accessibility, and accommodations
-
Bicycle facilities and micromobility systems such as e‑bikes and e‑scooters
-
Public transit operations and usage including bus, BRT, and LRT
-
Safety data and analysis including crash, traffic, and roadway inventory data
-
Intersection design and operations including signalized, unsignalized, roundabouts, and access management
-
Geometric design elements such as turn lanes, two‑way left turn lanes, free right turns, single‑point interchanges, and deviations from current standards
All members are welcome to attend the meetings. There is also a mail list for this committee which will allow all interested parties to be copied on all committee correspondence including announcements of meetings, release of meeting minutes and any follow-up research that is conducted. To be included on the mail list, please email the committee chair listed above.
Note: The Complete Streets and Safety Committee was merged with the Geometric Design Committee in February 2026.
RESOURCES
Complete Streets (US Department of Transportation): Details the US DOT mission related to Complete Streets and provides additional resources.
FHWA Achieving Multimodal Networks: Applying Design Flexibility and Reducing Conflicts: Highlights ways that planners and designers can apply the design flexibility found in current national design guidance to address common roadway design challenges and barriers. It focuses on reducing multimodal conflicts and achieving connected networks so that walking and bicycling are safe, comfortable, and attractive options for people of all ages and abilities.
FHWA Guide for Improving Pedestrian Safety at Uncontrolled Crossing Locations: Provides guidance to agencies, including best practices for each step involved in selecting countermeasures at uncontrolled pedestrian crossing locations.
US Access Board - Pedestrian Access to Modern Roundabouts: Guidance related to ADA access and design best practices at modern roundabouts.
